The real-time strategy video game Rise of Nations was created by Big Huge Games and released by Microsoft Game Studios in May 2003. The game's development was overseen by Brian Reynolds, who founded Big Huge Games after working on the turn-based strategy games Civilization II and Sid Meier's Alpha Centauri. The game was created as a fusion of ideas from turn-based strategy games and the real-time strategy genre. In contrast to earlier historical real-time strategy games, Rise of Nations is based on all of history, from the prehistoric era to the present era, and it has 18 playable civilizations spread across eight different historical periods.

The main team for Rise of Nations was made up primarily of former developers from MicroProse and Firaxis Games, and there were 25 full-time employees and a few other contractors.

The game was created by brainstorming "ten random ideas" of "cool things to do in a real-time game."
